Why Scopus / Web of Science Said No — and What to Fix — per database

Overview

The email said your journal “does not meet the criteria at this time.” It did not say which criteria, and the embargo before you can reapply is counting down. You do not want to spend another year guessing and get the same answer.

Indexing Rejection Diagnostics is a structured post-mortem of one indexing decision. We take the rejection letter or evaluator feedback you received, the application you submitted, and the journal as it stands today, and we test all three against the database’s published selection criteria line by line. The result is a plain statement of what failed, what was borderline, what was fine, and what has to change before you apply again.

It is for editors, managing editors and publishing committees of journals that have been rejected or deferred by Scopus, Web of Science (ESCI, SCIE, SSCI, AHCI), DOAJ, PubMed Central, Index Copernicus or a comparable database, and for institutions that inherited a rejected journal and need to know whether it is worth trying again.

What’s Included

• Criteria-by-criteria scorecard — each published criterion of the chosen database marked as met, at risk or failed, with the evidence we used.
• Rejection reading — an interpretation of the feedback you received (or of the silence), mapped to the specific criteria and typical evaluator concerns behind it.
• Root-cause analysis — the two or three underlying problems (for example, editorial board geography, citation profile, publication ethics statements, self-citation, timeliness, content quality signals) that explain most of the failures.
• Remediation plan — prioritized actions, owner for each, and what “done” looks like in a form an evaluator can verify.
• Reapplication timeline — the earliest date the database will consider a new application, and the date we recommend, with the evidence you will need in hand by then.
• Review call — a 45-minute session with the editor and the person who will run the reapplication.

How It Works

1. You send us the rejection or deferral notice, the original application (or your best reconstruction of it), and access to the journal site.
2. We evaluate the journal against the database’s current published criteria and cross-check the feedback you received.
3. We deliver the scorecard, root-cause analysis, remediation plan and timeline, usually within three weeks.
4. We walk the editorial team through it on a call and answer questions.
5. If you want us to carry out the remediation and file the reapplication, that is a separate engagement and the diagnostic fee is credited against it.

Pricing is per database. A journal rejected by two databases needs two diagnostics, although overlapping findings are shared and the second is discounted.

What Stays With Your Editors

Your editors decide which recommendations to accept, who joins the editorial board, and what the journal publishes. Reviewer selection, editorial assessment and acceptance decisions remain entirely theirs. Important Limitations

• Inclusion is decided solely by each database. NeucitePress prepares, remediates and submits but cannot sell inclusion.
• We work from the criteria each database publishes and the feedback you received. Databases do not disclose the full reasoning behind every decision, and some of our findings will be informed judgment rather than confirmed fact.
• We do not promise acceptance on reapplication, citations, or any ranking outcome.
• Reapplication embargoes are set by the database and cannot be shortened.

Common Questions

We received no feedback at all. Can you still diagnose it?
Yes. Most rejections come with little or no explanation. We evaluate the journal against the full criteria set and identify the most likely failure points, then rank them by probability and severity.

Should we just apply again and see?
You can, but a second rejection usually extends the waiting period, and evaluators see previous applications. A diagnostic tells you whether the gap is small (fix and reapply soon) or structural (fix over a year and reapply once).

Can you do the fixes as well?
Yes. The remediation plan is written so it can be executed by your team or ours. If you engage us for the remediation and reapplication, the diagnostic fee is credited.
