How to Find Peer Reviewers When You Don’t Have a Reviewer Database

Most small journals do not have a reviewer database. They have the editor’s address book, and it runs out at about the sixth name. Learning how to find peer reviewers systematically — rather than asking the same handful of colleagues until they stop replying — is the single biggest lever on turnaround time that a small journal controls.

This article sets out a method you can run yourself with free tools: where to find candidates, how to screen them for conflicts, how to verify they are real people, and how to write an invitation that gets answered. It ends with how to turn the result into a list you keep rather than a search you repeat.

Why the address book fails

Three failure modes, and every small journal hits all three eventually.

Depletion. The same names get asked for every paper. Reviewer fatigue is real: a colleague who reviewed three manuscripts for you last year will decline the fourth, and then stop opening your emails.

Narrowness. An address book reflects one editor’s network — usually one country, often one institution, and one research generation. Indexers notice. DOAJ, Scopus and Web of Science all look at whether a journal’s reviewer and editorial base is broader than a single department.

Fragility. When the editor leaves, the reviewer base leaves with them, because it was never written down anywhere the journal owns.

The fix is not to work the address book harder. It is to build a list, once, from the published literature.

Where to find candidates

Everything below is free and needs no subscription.

OpenAlex — the workhorse

OpenAlex indexes well over two hundred million works with author, institution and topic metadata, and it is open. Search your journal’s subject terms, filter to work published in the last three to five years, and you have a candidate pool with names, affiliations and topic tags. Its API is free and has no key requirement for modest use, which matters if you ever want to automate this.

Start from your own scope statement, not from generic subject headings. If your journal covers “paediatric emergency medicine in low-resource settings”, search that, not “paediatrics”.

PubMed — for anything biomedical

PubMed remains the fastest way to find people publishing on a specific clinical topic right now. Use MeSH terms, filter by date, and read the author affiliations. PubMed also surfaces corresponding-author emails on many records, which solves the contact problem that stops most editors.

The manuscript’s own reference list

The most underused source. The papers an author cites are, by definition, the closest published work to the submission. Their authors are qualified to review it. Exclude anyone the author cites more than twice — that usually signals a relationship — and exclude co-authors, but the rest of the list is a reviewer shortlist that arrived with the manuscript.

ORCID — for verification, not discovery

ORCID is poor at finding people and excellent at confirming that a person exists, works where they claim, and publishes in the field. Use it as the verification step, never as the search.

Your own published authors

Everyone who has published in your journal in the last three years is a reasonable reviewer candidate and has an obvious reason to say yes. Most journals never ask them.

Screening candidates before you invite

Four filters, applied in this order, take a raw candidate list down to an invitable shortlist.

1. Conflict of interest

Exclude anyone who has co-authored with any submitting author in the last five years, shares a current institution, or shares a funder on the work in question. Co-authorship is checkable in OpenAlex in seconds and is the conflict editors miss most often.

2. Topical distance

You want close, not identical. Someone working on precisely the same question is a competitor and may have an interest in the outcome. Someone two steps removed will not understand the methods. Aim for candidates whose recent work shares the methods or the population but not the exact research question.

3. Recency

Published in the last three years. A researcher who has not published in your area since 2018 has probably moved on, and their email has probably changed.

4. Identity

This is the check that stops the classic paper-mill attack. A suggested reviewer with a free email address (gmail, outlook, qq) and no ORCID, no institutional page and no findable publication record is frequently the submitting author in disguise. Verify: does the person exist, do they work where the record says, and does the email domain match the institution? Writing an invitation that gets answered

Acceptance rates are mostly determined before the reviewer reads a word of the manuscript.

Put the title and abstract in the email body. Not behind a login. A reviewer decides in fifteen seconds whether this is their area, and a link that requires an account converts far worse than three sentences they can read on a phone.

Say why them. One sentence: “We are approaching you because of your 2024 paper on X.” It takes ten seconds to write and separates your email from a mass invitation.

Give a real deadline and keep it short. Three weeks converts better than six. A long deadline reads as a large commitment and gets deferred, then forgotten.

Say what you want. “We are asking specifically about the statistical approach and whether the conclusions are supported” is easier to say yes to than an open-ended request to review everything.

Make declining easy, and ask for a name. “If you cannot, we would be grateful for one suggestion of who might” recovers a meaningful share of declines into usable leads.

Invite three to get two. Chase once at day five and once at the deadline, then replace without ceremony.

Turning the search into a list you keep

The work above is worth doing once and worth recording. A reviewer list your journal owns should hold, for each person: name, ORCID, institutional email, country, institution, subject tags, and their history with you — invited, accepted, declined, days taken, quality of the report.

Keep it in your submission system rather than a spreadsheet on one laptop. In OJS, that means reviewer accounts with proper interests tagged, which also means the next editor inherits it.

Track three numbers from the beginning: invitation acceptance rate, median days to report, and the proportion of your subject areas with fewer than five available reviewers. The third number predicts your next bottleneck before you feel it.

And report the distribution — countries, institutions, seniority. How many reviewers should a journal have on its list?

Enough that no one is asked more than twice a year. For a journal publishing 40 papers a year with two reviewers each, that is 80 completed reviews, and at a 40 per cent acceptance rate roughly 200 invitations — so a working list of 150 to 400 names, spread across your subject areas.

Can we use reviewers suggested by the author?

Yes, with verification. Author-suggested reviewers are a legitimate and useful source, and they are also the standard route for reviewer-identity fraud. Check ORCID, institutional email and publication record before inviting any of them, and never use a suggested reviewer as the only reviewer.

What is a normal invitation acceptance rate?

Journals vary too much for a single benchmark to mean anything. Track your own rate and watch the direction. A falling rate usually means you are asking the same people too often, or your invitations are not saying enough for a decision.

How do we find reviewer email addresses?

Corresponding-author addresses on PubMed records, institutional staff pages, and ORCID profiles. Prefer institutional addresses: they verify identity at the same time as providing contact.

Is it acceptable to invite reviewers from the manuscript’s reference list?

Yes, and it is one of the best sources. Exclude co-authors and anyone cited repeatedly by the submitting authors, since heavy citation often indicates a working relationship.
